Unique Experience

  • Assisted Communities in the acquisition and demolition of over 4,000 flood damaged and flood prone structures funded under HMGP, FMA, SRL, PDM, and RFC. Ensure flood victims get treated fairly and equitably throughout the acquisition process. Many of these included relocation assistance.
  • Oversee the demolition process, from Demolition Bid through completion, for home acquisitions that required demolition.
  • Facilitated the development of FEMA approved DMA-2000 compliant Comprehensive Mitigation Plans and Flood Mitigation Plans for two States, ten multi-jurisdictions Plans, and 25 Single Jurisdictional plans.
  • Completed an assignment for the Texas Water Development Board (State management of FEMA’s FMA and SRL mitigation programs) to include the analysis and prioritization of 16,123 Repetitive Loss properties within the State of Texas. Analysis included data collection of building specific data for 75% of the RL properties in the State and the calculation of Benefit Cost Analysis (BCA) for all 16,123 properties listed on FEMA’s Repetitive Loss (RL) and Sever Repetitive Loss (SRL) list using the Limited Data Module Software. This data was used to prioritize a list of Texas communities most likely to benefit from access to FMA and SRL mitigation funds.
  • Completed an update to the above project using SRL and RL data from 2009 and 2010. All above data were updated to reflect changes in the numbers of properties and the numbers of losses.
  • Provided support to TWDB in outreaching to communities that have eligible SRL Properties and completed BCAs in support of application development.
  • Co-authored Harris County Flood Control District’s (HCFCD, TX) voluntary and nonvoluntary acquisitions policies and procedures manuals.
  • Acquisition counselor for all HCFCD voluntary and non-voluntary acquisitions.
  • Participated on Client’s mitigation planning committees to evaluate mitigation projects and recommending funding opportunities.
  • Assisted communities in Texas, Florida, Louisiana, New Jersey, and South Carolina with the preparation of successful (awarded) applications for Hazard Mitigation Grant Program (HMGP) project grants, Flood Mitigation Assistance (FMA) project grants, FMA planning grants, and Pre-Disaster Mitigation (PDM) project grants, PDM planning grants, and Engineering Study Grants. These applications have resulted in over $700M of grant awards.
  • Project/Grant Implementer for the majority of the above mentioned awards.
  • Mitigation Consultant, under long term contract to the Texas Medical Center and all member facilities (over 50 member facilities).
  • Facilitated the development of approved Emergency Operations Plans for the City of Pearland TX, Hardin County TX, and Jefferson Parish LA.

Additional Relevant Experience

  • Expert in FEMA’s full and limited data module BCA Software. Completed individual BCA runs on over 50,000 structures. Analysis completed for a variety of mitigation projects (detention basins, channelization, bridge raising, home elevations, home acquisition/demolition, and wind retrofitting).
  • Provide pre-disaster data collection (“Sunny day”) – including recommending data that should be collected to facilitate future application development and BCA generation.
  • Provide in-depth analysis, data validation, and data correction/update of FEMA’s NFIP databases (Repetitive Loss, Paid Claims, Policies in Force). This effort includes the identification of properties that have been mitigated and providing required updates to FEMA/NFIP.
  • Provide post-disaster mitigation and damage assessment – to include completing the Federal Emergency Management Agency (FEMA) Residential Substantial Damage Estimator (RSDE) software to determine estimated level of damage to each damaged property. In many cases, this data is used by the floodplain manager to determine if the properties were substantially damaged from a flood event.
